Tammy Butler is a seasoned attorney and business leader with more than 25 years of experience advising executive and senior leaders, boards, business teams, and clients on complex legal and business matters. She provides a practical, solutions-oriented approach shaped by senior leadership experience across law, risk management, compliance, and operations.

Tammy is particularly effective at working closely with clients to understand their business objectives, assess legal and operational risk, and develop practical guidance aligned with business priorities and risk tolerance.

Tammy advises clients across a wide range of industries on matters including:

Before joining OGC, Tammy spent more than two decades with CSX Transportation in a series of increasingly senior leadership roles, culminating in her service as Vice President, General Counsel and Corporate Secretary.  In this role, Tammy led a cross-functional legal team spanning litigation, labor and employment, environmental law, safety, corporate governance, and regulatory matters. She oversaw legal and regulatory risk and partnered closely with operational leaders across the business to support strategic decision-making and strengthen compliance and business outcomes.

As Vice President of Internal Audit and Compliance Tammy led the company’s internal audit function, evaluating internal controls as well as overseeing audits, risk assessments, fraud prevention initiatives, and compliance programs while working closely with senior leadership and the Audit Committee to align risk management frameworks with business objectives.

Her leadership experience also extends beyond traditional legal functions. As Head of Real Estate and Head of Facility Management, Tammy led significant real estate transactions, asset management initiatives, and operational strategies while collaborating with business teams to improve efficiency, manage vendor relationships, and align operations with company priorities.

She began her legal career in private practice at Holland & Knight and Driver, McAfee & Griggs.

Tammy earned her J.D. from Florida State University College of Law and her Master of Accountancy and Bachelor of Business Administration from the University of Georgia.

Outside of her practice, she enjoys traveling, crafting, spending time with family and friends and staying engaged in community service. Tammy is active in the Jacksonville community having served in a number of civic and nonprofit leadership roles, including her current roles as Board Chair of City Year Jacksonville and cabinet member for the American Heart Association’s Go Red for Women initiative.
